to set up dissensions.

Their only object in stirring

up trouble is our destruction. All our generals

and soldiers should be united, and when anyone comes

to set up a dissension among us, he should be at once

reported and arrested. We should be sincere with

each another. Those who before understood the right

and wrong coutes should hereafter continue to pursue

the right course and those who have been deceived

should at once clearly understand the situation.

We should all work hard for our National Revolution.

I am sincere and frank to you all, and am not biased.

(3) To maintain discipline and centralize and military

power. We must be free from vanity and pride owing

to our previous triumphs. We must know that our

enemeies are still to be defeated. There are the

obstinate and cruel militarists, who must be overthrown;

and there are the violent forces of the Communist

Party, who have all the time been creating disturbances

in our rear. If we fail to renew our energies and remain

inactive, we shall perish spontaneously before we are

even attacked by our enemies. As our foes are still

before us, and there are intrigues on all sides against us,

we must centralize the direction of operations. If we fail

to do this we shall be defeated before we strike a

blow. Centralization is the key to the lives of

our National Revolutionary Troops and we must have

a clear understanding of it. Formerly administration

and contract were centralized in me, so that owing

to the pressure of work and the complexity of affairs
